A Cultural Strategy for the London Borough of Sutton, UK

Client: Sutton Borough Council

Integral to the development of this strategy was the identification of opportunities for Sutton as an outer London borough undergoing demographic change in an age of austerity and with Brexit looming. Yet also at a time when the Mayor of London is prioritising culture and the creative industries and emphasising the need for local partnership and investment.

A Creative Economy and Cultural Plan for Evora and Alentejo, Portugal

Client: City of Evora and Alentejo Regional Development Agency

Tom Fleming Creative Consultancy worked with Sociedade Portuguesa de Inovacao to develop a creative economy strategy and cultural plan for this distinctive part of Portugal. TFCC’s focus was on providing international best practice case studies of smaller cities and rural areas which have successfully developed a culture-led approach to economic and social development.

EU Creative Journalist Training Programme, Yerevan, Armenia

Client: GIZ, Germany

Design and delivery of a training programme on creative journalism in Armenia - to support Armenia's growing creative and digital sector, through ensuring that it is better understood by investors, government and the wider economy. The programme was part of the Support to SME development in Armenia (SMEDA) project co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ-led Private Sector Development in South Caucasus Programme. SMEDA is part of the EU4Business and EU4Innovation initiatives of the European Union.

Evaluation of Criw Celf, Wales.

Run in partnership with schools and galleries, Criw Celf provides young people who have demonstrated a particular talent or potential in the visual and applied arts the opportunity to develop their artistic skills by working alongside professional artists in a variety of gallery and site-specific settings outside the curriculum.

Creative Economy Blueprint for Kuala Lumpur and Klang Valley, Malaysia

Client: My Performing Arts Agency (MYPAA) and Government of Malaysia

This landmark study of the creative economy of the largest city and conurbation in Malaysia involved detailed mapping to establish a creative industries baseline; extensive sector consultation to explore the opportunities and barriers to growth; and an advocacy programme to build policy commitment. Led by Tom Fleming Creative Consultancy, this was developed in partnership with My Performing Arts Agency with the support of Frost & Sullivan. It builds on the initial situation analysis undertaken by Tom Fleming in late 2015, supported by Think City and the British Council.

Expert Coach to the European Union Programme Culture for Cities and Regions

Client: Eurocities

Culture for Cities and Regions is a major collaborative research and development programme to explore the role of culture in city and regional development across Europe. Led by Eurocities and funded by the Creative Europe programme, the programme involves the development of best practice case studies, knowledge exchange and professional development in culture-led cities and regions. Tom Fleming is one of four specially commissioned expert coaches. In 2017 this involved a coaching role in cultural policy and the creative industries for the cities of Angers (France), Loule (Portugal) and Oulu (Finland).

Assessment of Arts and Creative Industries Potential in Ghana, Senegal and Sierra Leone

Tom Fleming Creative Consultancy was commissioned by The British Council to explore the potential of the arts and creative industries in three West African countries: Ghana, Senegal and Sierra Leone. Consisting of desk-based research, a survey and an interview and workshop programme in each country, the project explored the profile and dynamics of the arts and creative industries, pointing to strategic opportunities for the British Council as it expands its operations across West Africa.

This provided a knowledge resource for the Trade Commissioners to identify UK creative contacts for Canadian businesses looking to pursue trade and collaboration opportunities in the UK.

Creative Industries Expert Mission to Armenia

Cient: Deutsche Gesellschaft für Internationale Zusammenarbeit, GIZ

TFCC Senior Consultant Andrew Erskine, alongside Sound Diplomacy and local experts from Deem Communications, led a week-long series of workshops and interviews targeted at four key creative sectors in Yerevan: Design, Film, Software and Games, and Advertising. The mission was financed by the EU through their programme: ‘Private Sector Development for the Southern Caucus: Support for SME Development in Armenia’.

Client: High Peak Borough Council

High Peak Borough Council appointed TFCC to produce a Creative Industries Strategy for Glossop, with the objective to understand and provide strategic guidelines on how the cultural and creative capital of Glossop can be better harnessed to benefit the social and economic life of the former mill town in Derbyshire.

Evaluation of Hull 2017 UK City of Culture

Client: Hull City Council

TFCC is part of the team selected to undertake the evaluation of Hull 2017, the UK's 2nd Capital of Culture. Hull is a city undergoing culture-led transformation, with 2017 providing the opportunity to showcase the city's distinctive cultural offer, develop talent and grow audiences. TFCC is working with the evaluation lead - Regeneris - to measure a set of qualitative and quantitative outcomes which have been defined by the University of Hull and the Hull 2017 Culture Company. The final evaluation report will play an important role in understanding the role and value of cultural investment in city-making.
